AN arrest warrant has been issued for a man accused of three motoring offences in Kingsteignton.

Sebastian Dawid Biela, aged 19, of The Compass, Southampton, has been charged with driving while ha had over the limit of the controlled drug Delta-9-Tetrahydrocannabinol (THC) in his blood.

He is also charged with driving without a licence or insurance.

He was not in court and South and West Devon Magistrates' Court issued an arrest warrant.
